In August 1933 Granddad Phillips found that his agency was reducing the size of Government.
They were consolidating services and one was the investigations of the Internal Revenue Service.
Being an administrator for years, it saw him reassigned several times. The below are only records from 1933 as the
next few years involve much administrative moves while reorginizing what was the Prohibition Service into several divisions
of the Internal Revenue Service. In 1933, when Prohibition was repealed, Eliot Ness was assigned to the Cincinnati enforcement division of the Treasury Department's Alcohol Tax Unit. A couple of Interoffice letters were found from Ness to my Grandfather. One on October 8th and another on November 1st, 1933. So probably the idea that my Granddad could have at one time been the great Ness's boss fades as by this time he had been "demoted" to Investigator, Ness being Acting Investigator in Charge.
