Evans,  "Josiah Payne and Martha Shepperd Payne, his wife, migrated to America from England about the beginning of the 18th Century, to New Garden Townshop, (sic) Chester County, Pennsylvania. They removed to Berkeley County just before the breaking out of the American Revolution, and settled in the vicinity of Hopewell Meeting House, now Hopewell, Va. The older members of the family were of the Quaker faith." From page 745 of   'As Far as we Know...A Look at Bunker Hill' by the Bunker Hill Historical Committee,  "Josiah Payne was the first of this Payne family to live in America. About the year 1700 he was kidnapped by a  press-gang  and forced to serve in the British Navy. As a Quaker, he was opposed to military service. When his ship docked in Philadelphia, he deserted and fled south until he reached Lancaster, Pennsylvania. Eventually he married and fathered nine children-many of whom subsequently moved w est or south. In 1750 his son, George, with wife Rachel Cowgill headed sou th and settled in Virginia on the Opequon Creek about 3 miles east of pres ent Ridgeway, West Virginia."  John Payne #50540 sent me a link to explain a little more about the British Navy "Press-Gangs". From Jesse Payne's Memories, "My Great Grandfather was kidnapped in England and brought to America probably about 1700 to 1710. 	George Payne left his wife Rachel 1/3 of the home plantation and the whole tract of land he had purchased from Joel Brown. Son Jesse was only left 5 pounds because he had already received a full share of the estate. Son Henry the tract of land he lives on in exchange for 50 pounds due 30 Apr 1793, 50 pounds due 1 May 1795 and 50 pounds due 1 May 1799. Those payments were to go to Henry's daughters Hannah Hazlett, Mary Manifold and Rachel McCleary. Daughter Martha Smith was to receive 50 pounds. Daughter Sarah 10 pounds. Sarah Squibbs children Caleb, Rachel, Hannah, Sarah and George were left 40 pounds divided between them when they come of age. Grandson George Smith 10 pounds at 21 years. Granddaughter Rachel Smith 10 pounds at 18 years old. Granddaughter Mary Smith 10 pounds at 18. Son George Payne was to receive the remaining 1/3 of the home plantation after wife Rachel dies. Also the Joel Brown tract after Rachel dies in exchange for 130 pound payment to daughters Martha Smith, Sarah Squibb and his grandchildren as before. All the rest of the estate was left to wife Rachel after 50 pounds each to daughters Hannah, Mary and Rachel. Henry appointed his wife Rachel, son George and John Cowgill as executors of his estate. On May 16, 1796, the court was again reorganized to conform to the provisions of the State constitution. The magistrates commissioned by Gov. Sevier were James Stuart, John Tipton, John Wise, John Adams, John Strain, Henry Nelson, Joseph Young, Joseph Crouch, William Nelson, Robert Blair, Jesse Payne, Isaac DePew, Charles McCray, Samuel Wood, Jacob Brown, John Alexander, Joseph Britton, John Norwood and John Gammon. B.) In the establishment of a school for the higher education of youth Wa shington County has the honor of being the pioneer west of the Allegheny Mountains. In 1777 the Legislature of North Carolina granted a charter f or Martin Academy in Washington County, and Samuel Doak, who came to the c ounty the following year, established a school under the provisions of t he act. At what time he began teaching is not definitely known, but it mu st have been in 1783 or 1784. He taught at first in a small log buildin g, which stood on his own farm, a short distance west of the present colle ge campus. The first meeti ng of the board was held on July 23, 1795, at which time Landon Carter w as authorized to dispose of three tracts of land on Doe River belongi ng to Martin Academy, the property of that institution having been transfe rred to the college. It was also moved that John Waddell and John Sevier be appointed to collect sundry subscriptions made to Martin Academy in 1784. C.) On September 28, 1795, by order of the trustees, an oratorical cont est among the students was held. They were divided into three grades, t he best speaker in the first grade to receive $3, in the second $2, a nd in the third $1. The prizes were awarded to James Anderson, James Trimble and Samuel Sevier respectively. The first graduates were James Wither spoon and John W. doak, upon whom was conferred the degree of A.B. on Augu st 15, 1796. The other graduates for the first ten years were John Robi nson, James Trimble, William Mitchell, Charles McAllister, Jonathan Smit h, Daniel Gray, A.M. Nelson, Samuel K. Nelson, William H. Deaderick, Jeremiah Mathes, Nicholas Yeager, Reuben White, Thomas Cooper and William W. Holt. 12.) Washington County, located in northeast Tennessee, is about 15 mil es south of Virginia and 10 miles north of North Carolina. The Nolichucky River courses through the southern end of the county, and the Watauga R iver forms the northeast boundary of the county. As Washington County, NC and the mother county of Tennessee, Washington Co unty gave rise to Sullivan County, 1779; Greene County, 1783. After stateh ood, Washington County gave rise to Carter County, 1796. Southern portio ns of Washington and Carter counties formed Unicoi County in 1875. Becau se of boundary changes, the researcher needs to be mindful of these and ot her neighboring counties when looking for ancestors. 13.) Jonesborough is the oldest town in Tennessee, established in 17 79 by the General Assembly of North Carolina as county seat of Washington County, first county west of the mountains. In 1784 the State of Frank lin was organized here, with Jonesborough as its first capital. In 1775 the settlers on both the Watauga and Nolichucky Rivers pur chased great acreages of land from the Cherokee Indians, comprising almo st all the six upper counties of the present Tennessee (then within North Carolina). Did find the burial site of "Jehu Payne" kind of surrounded by cornfields but the "Dragoon Trail" went right by it, suggesting a possible connection to the Dragoons? That death year of 1864 suggests Civil War-related death to me. I am descended from Tilghman Howard Payne who served out the Civil War but died of wounds and/or infection about 2 weeks after mustering out. Payne b. 1948. That book "Paynes from Pennsylvania" admits to considerable confusion about Henry Ross Payne. Basically the parts that might interest you were the specific claims that the wife of Henry Payne died before he moved on to Webster City, Iowa. It also claims he died there. It also mentions his son Jehu (whose grave I visited). Jehu is buried in a small family cemetery and I did not see any sign of Henry there on my brief visit. Per the DNA result Barry and I do appear to have a common male ancestor from earlier times. Its still a mystery to me exactly how my Josiah (not Josias) Payne came to America. I think it was Joyce Turner who has the story from a Jesse Payne (recollections of Bunker Hill, not the "famous" Bunker Hill) about Josiah supposedly coming to America around 1700 after being captured by a Press Gang and forced to serve in the British Navy despite being opposed to military service as a Quaker. Joyce pointed out the recollection did not name Josiah so its guesswork based on a family story. Much later I finally realized there is a whole book "The Paynes from Pennsylvania" detailing the family tree of this Josiah Payne + Martha Shepard (various spellings) . A librarian in Columbus, Ohio has kindly emailed me pages from that book from time to time. "My" Henry Payne is in that book about in the right place but they admit right in the book he is kind of a mystery man. There was more than one related Henry Payne and the tales became tangled. My line is well proven all the way back to William Wilson Payne.
